Regular tights fail on tall bodies in a specific way: the gusset sits low, the waistband drags down and the whole leg is worn stretched further than it was knitted for, which makes it read more transparent than the denier says.

This block adds 8 to 10 cm through the leg and raises the gusset to match. The transparency at the thigh then matches the transparency at the calf, which is the point.

Why this costs more than the regular size

Tall styles are knitted on a separate, longer block and carry roughly a third more yarn in the leg, with the gusset repositioned rather than simply moved up. They are made in shorter runs than the regular sizes. That is the whole of the price difference — there is no premium for the size itself.

Snagging

At 15D the yarn is fine and catches easily on rings, nails and rough seating. A tighter knit at 70D resists snagging better than at 15D, but no tights are snag-proof.
